Veteran Friendly**** Job Description The United States Capitol Police (USCP) is responsible for protecting Congress, its legislative processes, members, staff, visitors, and facilities from crime, disruption, and terrorism. The purpose of this effort is to provide broad-based management, human capital services, and contracting support services in support of the mission of USCP, and ensure a mutual understanding of the objectives, roles, responsibilities, and timeframes related to the Human Resources management efforts provided by OHR and OAM as it strive to provide world-class customer service to the USCP workforce as a valued business partner within USCP. Provide operational support for recruitment and staffing assignments, including coding of personnel actions such as new appointments, temporary promotions, details, and career ladder promotions. Provide classification support, including comprehensive desk audits and analysis around special studies when required. Contractors will utilize standard OPM guidelines for classification. Support includes, but is not limited to: Assisting OHR management in assessing USCP position descriptions to include competencies, organizational alignments, span of control, definitions of mission and function, and consistency of the application of these concepts in hiring and human capital management. Assisting with the development of vacancy announcements. Researching different direct hiring practices that the organization can use to accelerate hiring and target top talent, and provide support in the development of business cases to obtain hiring flexibility. Assessing and developing recruiting assessment tools. Providing assistance and guidance on developing recruiting standards. Qualifications The HR Specialist must have active technical federal experience with a minimum of two (2) years of experience in staffing and a minimum of two (2) years of experience in the human resources field, which may include, but not be limited to, HR Administrative or HR Staffing Assistant. Must know Federal OPM staffing and merit promotion rules and regulations. Experience in using the USAStaffing system is strongly preferred (will train if needed but strongly prefer hands-on experience. Must have exceptional organizational skills and can juggle multiple priorities; excellent writing skills with specific attention to detail, and excellent customer service skills.
