Collection Manager

We have an upcoming opportunity to support the United States Central Command's Directorate of Intelligence (USCENTCOM J2) with strategic and tactical all-source intelligence analysis support. In this exciting opportunity you will conduct responsive, efficient, and reliable analysis and production to satisfy USCENTCOM's primary lines of effort (LOEs). This will include analytical requirements focused on counterterrorism, counter insurgency, regional and transregional issues, energy, socio-cultural, and/or assisting with collection methodology. Help assess, interpret, forecast, and explain a range of national security issues and developments that help protect the Department of Defense (DoD) and advance USCENTCOM J2's priorities in the Middle East.

Responsibilities:

  • As a Collection Manager, you will have the opportunity to focus on counterintelligence (CI) collection efforts, create and update Counterintelligence Prioritized Lists (CIPLs), and enable collector responsiveness to USCENTCOM CI collection requirements.
  • Evaluate the efficiency and effectiveness of multi-INT collection against requirements.
  • Evaluate the execution of collection plans and strategies to provide intelligence to customers.
  • Assess the value of collected intelligence versus the customers' need(s).
  • Manage data, ensure data consistency, produce visualizations, and develop models to report findings.
  • Assist in the development of methods and criteria to evaluate whether collection requirements have been satisfied, using MOEs, MOPs, and other assessment methodologies.
  • Produce feedback of findings.
  • Identify collection gaps, assess collection options, and provide recommended solutions.
  • Engage with analysts and desk officers to determine intelligence needs, identify and develop possible collection postures and strategies, and convert these intelligence needs into collection requirements to satisfy USCENTCOM intelligence requirements.

Qualifications:

Required:

  • TS/SCI clearance with polygraph
  • Specialized training and bachelor's degree with 10 years of experience, or 14 years' experience in lieu of degree
  • Collections Management experience at the tactical, operational or strategic level.
  • An in-depth understanding of the intelligence cycle.
  • Demonstrated ability to work independently with minimal oversight and direction.
  • Demonstrated ability to integrate as part of an collections management and/or analytic team, collaborate, and conduct coordination with theater and national-level IC partners.
  • Ability to communicate effectively with senior military and civilian government officials, managers, and co-workers.

Desired:

  • ODNI's Intelligence Fundamentals Professional Qualification (IFPC)
  • PACE
  • Knowledge of USCENTCOM and DIA product lines
  • Multi-discipline collections management experience and/or experience supporting CI collections operations
  • Counterintelligence experience working with a Federal Law Enforcement organization.
  • Deployment experience in the USCENTCOM AOR

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is: $78,000 - $163,800 CACI is an Equal Opportunity Employer.
